Modus Operandi is positioned at an inflection point where it is looking for the right Technical Writer and Proposal Specialist to assist in the development of proposals to mature, grow and expand our presence in the Department of Defense and Federal Civilian sectors. 

 

Job Description

The Technical Writer and Proposal Specialist will be responsible for the development of attractive and compelling proposals, white papers and requests for information in response to government Department of Defense and Federal Civilian solicitations. This new team member will determine customer requirements, concepts, gather and format information, write, revise and edit drafts to include all relevant sections, and ensure compliance with the Modus Operandi Proposal Process.

In this role, you will edit, proofread, provide writing, win themes and support on all non-technical and/or technical documentation, ensuring that documents meet editorial and government specifications and adhere to standards for quality, graphics, coverage, format, and style. Responsibilities include preparation of proposal plans that minimize risks and maintain proposal process discipline; analysis of RFPs and other solicitation documents, effective use of writing templates; research and writing of proposal sections; creation and implementation of proposal graphics; organizing and managing proposal preparation tasks; collecting, scheduling and maintaining proposal resources, coordinating and verifying proposal is flowing through the proper timeline for an on-time delivery and following all rules and regulations for different online submission portals.  Additional responsibilities include some corporate administration in managing press releases, maintaining proposal databases and SharePoint corporate and sales and marketing sites. 

Minimum Qualifications

·       Education: Bachelor's degree in Communications, or Engineering or Technical discipline.  

·       A minimum of 8-10 years of experience in the development of proposals and coordination of proposal processes

·       Proactive communication skills with the ability to effectively interact with all staff levels from executive and technical to business staff

·       Direct experience, Capture management, writing and developing proposals for DoD, Intelligence, Federal Civilian, and other federal government agencies

·       Strong understanding of Government proposal evaluation processes

·       Ability to understand complex technical solutions and communicate with highly technical staff

·       Ability to maintain proposals database with win/loss stats, abstracts, debriefs, contract info, and other miscellaneous fields for reporting and analysis purposes, bid-no bid spreadsheet

·       Ability to work independently managing multiple proposals concurrently; highly organized and able to plan, schedule and execute simultaneous responses with multiple teams with quick turnaround times,

·       Experience and hands on development of graphics, graphic themes and graphic implementations

·       Advanced Graphics conceptualization and implementation,

o   Adobe Photoshop

o   Other Adobe Graphics tools and applications

·       Advanced desktop publishing skills, including:

o   Microsoft Word

o   Microsoft PowerPoint

o   Microsoft Visio

o   Microsoft Excel

o   Microsoft SharePoint
